Capital sin
is becoming like the third world countries
Because we have more panhandlers in the street
Than anything else
But if we fine the panhandlers from panhandling in the streets
How would they pay their fines because they don't have any money to pay the cops in the Capital sin
And also I don't feel that panhandling is a sin
I think the panhandlers pannhandle in the streets of the Capital city
Because they might have an urge to drink alcohol or they might have a mental condition and that is difficult for us to
say
But now it is winter at the Capital Sin and the panhandlers are living in Shelters also because it is too cold for them to live in the streets
